PHASE 2 TRAFFIC ADVISORIES

WEEK OF DEC 03 2023

There are no closures planned for the week of Dec 03 through Dec 09, 2023.  Please check back regularly in case there are any changes.  Please drive carefully and reduce your speed in the work zone.

OCT 2023 thru FEB 2024:  Santa Gertrudis Ped/Bike Trail Closure

⚠️ Bicyclist Alert:  The Santa Gertrudis Pedestrian/Bike Trail will be closed between Ynez Rd and Jefferson Ave to allow for bridge construction at I-15.

⛔ Closure is scheduled as follows:

📅 Oct 2023 – Feb 2024: Full 24/7 Closure 

🚴 Detour signs will be placed to help guide bike/ped trail users.

The BIG PICTURE

Purpose

Reduce congestion and improve safety by relieving the I-15/Winchester Road interchange and minimizing weaving movements on I-15 between Winchester Road and the I-15/I-215 Junction.

Features

  • A new arterial, French Valley Parkway, connecting Jefferson Avenue and Ynez Road
  • A new interchange connecting French Valley Parkway to I-15
  • A new collector/distributor system along I-15 between Winchester Road and the I-15/I-215 Junction
  • Modifications to the I-15/Winchester Road interchange such as ramp widening for additional lanes

Phase 1 - Opened in April 2014

Shown in red on aerial map. Construction was completed in 2014.  This Phase targeted the delays at the southbound exit for Winchester Road.  Prior to construction, the line of cars would extend onto the freeway and back towards the I15/I215 Junction.  This project widened the off-ramp at Winchester Road and created a new off-ramp at French Valley Parkway.  By increasing capacity of the Winchester Road off-ramp and adding an alternative off-ramp at French Valley Parkway, vehicles can more easily exit the freeway and traffic flow on the freeway is improved and safer.

Phase 2 - Under Construction May 2023 to May 2025

Shown in blue on aerial map. This phase targets the bottle-neck on northbound I-15 between Winchester Road and the I-15/I-215 Junction.  In this area, the large volumes of vehicles attempting to merge and diverge across 4 to 5 lanes creates a hotspot of congestion and results in back ups into San Diego County ranging from 3 to 12 miles every weekday and on many weekends.  This phase will eliminate the merging and diverging by installing a concrete barrier and bridge overpass to separate streams of traffic and channelize them based on ultimate destination.  These improvements are designed to drastically reduce congestion that occurs during the evening commute.

Phase 3 - Future

Shown in green on aerial map. Future Work: Designed to provide ultimate relief by constructing the balance of French Valley Parkway from Jefferson Avenue to Ynez Road, the full interchange connection to I-15, and the southbound collector/distributor system along I-15.
